In the department's words
« The variance between the planned and actual amounts is primarily due to the fact that the planned amount was based on the Main Estimates, which reflect initial budget allocations. The actual amount represents the expenditures incurred, which include all internal adjustments and transfers made to address any shortfall at a departmental level. »Departmental plan 2024-25, variance explanation. Quoted as is; Lauréo does not comment.« The variance between the planned and actual amounts is primarily due to the fact that the planned amount is based on the main estimates, which reflect initial budget allocations. In contrast, the actual amount represents the total expenditures incurred, which include all subsequent adjustments and internal transfers. These may include, but are not limited to, retroactive payments from collective agreements, the Operating Budget Carry Forward (OBCF), compensation adjustments and the Employee Benefit Plan (EBP). The variance is primarily driven by an increase in the Employee Benefit Plan (EBP) funding, resulting from a higher number of employees than originally planned. »Departmental plan 2024-25, variance explanation.Authorized vs spent — voted appropriations

Public accounts 2024-25, one vote per row. 1 statutory item (S) is counted apart: its authority equals spending by construction, and a 100% share used would say nothing there. Authorized and spent are two facts, never added across votes.
