DRMIS AND SIGMA PROF SVCS FOLLOW-ON SUPPORT

Subject:

Support Services for the Department of National Defence (DND)'s
Defence Resource Management Information System (DRMIS) and
Public Works and Government Services Canada(PWGSC)'s SIGMA
system.

Introduction:

In June 2014 Canada published a Request for Proposal (RFP) #
W8474-126279/D (previous RFP) on the Government Electronic
Tendering Service website
(https://buyandsell.gc.ca/procurement-data/tender-notice/PW-XQ-00
8-27724) to satisfy the Support Services requirements for DND
and PWGSC. The RFP was subsequently cancelled in April 2015.

Both DND and PWGSC are in the process of revising and better
defining the requirements for the purpose of attracting and
retaining highly qualified resources. As part of this exercise,
industry feedback is being requested in key areas of proposed
changes to the RFP. Contextual information and specific
questions are provided throughout the Annexes of the RFI for
your feedback and our consideration.

The objectives of this Request for Information (RFI) are to
engage with industry on the key areas of proposed changes and
validate whether these changes will foster the desired outcome
in attracting and retaining highly qualified resources
throughout the contract period.

Summary:

DRMIS (DND):

DND has an SAP-based integrated information system for the
support of Materiel Acquisition and Support and Financial and
Managerial Accounting business processes, as well as a number of
other related processes. Implementation of this integrated
information system involved the replacement of a large number of
legacy systems with two main SAP R/3 based solutions: the
Materiel Acquisition and Support Information System (MASIS) and
the Financial and Managerial Accounting System (FMAS). In April
2010, these two systems were merged to establish a single core
SAP ECC 6.0 based solution, known as DRMIS. Further
consolidation of business processes has occurred with the
implementation of an SAP solution for supply chain functionality
in DRMIS, as well as the incorporation of other business
processes including those related to real property management.

As the Department continues to leverage DRMIS to meet evolving
requirements, and as functionality is increased and
organizational coverage is widened (for example, the integration
into DRMIS of supply chain functionality and other business
processes such as those related to real property management) it
is expected that DRMIS will grow to over 30,000 users in the
coming years. These future opportunities will allow the
organization to achieve maximum benefit from its Enterprise
Resource Planning (ERP) platforms.

SIGMA (PWGSC):

(PWGSC) has implemented an integrated system that supports
financial, procurement and real property business lines using
SAP ECC, known as SIGMA which includes SAP Business Intelligence
(BI), SAP Productivity Pak and other SAP tools and applications.

SIGMA is a complex SAP-based system. It was initially
implemented in 2008 to meet departmental financial and material
management requirements and is currently being used by over
6,200 users located within PWGSC and in client departments.

The Department continues to leverage SIGMA to meet evolving
requirements in order to achieve savings and operational
efficiencies. With the integration of real property
functionality into SIGMA, it is expected that SIGMA will grow to
over 8,700 users in the coming year.

PWGSC continues to identify opportunities that would allow the
Department and the Government of Canada (GC) to realize maximum
benefit from its ERP platform.

Industry Engagement:

Properly registered suppliers will have the opportunity to
participate in One-On-One meetings following the issuance of the
RFI, with details as indicated within.

Schedule:

The following schedule should be utilized as a baseline:

· RFI: July 8, 2015.
· One-on-One meetings: July 16th, 17th and 20th, 2015.
(Registration by July 13, 2015)
· RFI closing date: August 4, 2015, 2:00 PM EDT
· Additional Communications: (including additional One-on-One
meetings, emails and working groups) may be requested at
Canada's sole discretion
· Anticiapated RFP: Fall 2015
