The calculation
Public call for tenders : 3,187 ÷ 7,776 = 41.0%Selective : 1,241 ÷ 2,397 = 51.8%By invitation : 17,907 ÷ 32,858 = 54.5%22,335 contracts with a single bid ÷ 43,031 contracts = 51.9%
What goes in
Public call for tenders, selective or invitation contracts that publish a number of bids above zero, one per contract. Call-ups against a standing offer, sole-source and unclassified procedures stay out. Sole-source contracts are excluded: one bid by definition (95,968 contracts that publish a count). Call-ups against a standing offer are set aside — 56,690 call-ups: they report one bid, the call-up, not the competition. 15 contracts with an unclassified procedure that publish a count are set aside too. Each bar is relative to the highest.

How many bids — where the number comes from

The calculation
40,635 base contracts awarded in 2022 or later ÷ 43,031 base contracts = 94.4%
What goes in
Contracts, by number of bids reported. 7,732 “By invitation” contracts report exactly three bids, more than report two: this is what the source publishes, and this page does not explain it. 2022: the first year of the run of complete years, up to last year, in which the source publishes the number of bids for at least half of the contracts. Base contracts with no award date stay in the denominator, never in the numerator.
