Elles doivent être reçues au plus tard à 10 h 30 le jour de la date limite de réception des soumissions de l’appel d’offres à défaut de quoi elles ne pourront être acceptées. Les documents d’appel d’offres, ainsi que les modifications à ces documents ne peuvent être obtenues que sur le système électronique d’appel d’offres (« SEAO ») à l’adresse www.seao.gouv.qc.ca .
