Le devis, qui inclut la formule de soumission, sera disponible sur le Système électronique d’appels d’offres approuvé par le gouvernement (SÉAO) à compter du 22 avril 2026. Le contrat octroyé est assujetti à l’Accord de commerce et de coopération entre le Québec et l’Ontario (ACCQO), à l’Accord de libre-échange canadien (ALEC) ainsi qu’à l’Accord économique et commercial global entre le Canada et l’Union européenne (AECG). Les soumissions, sous pli cacheté, sont reçues par le soussigné au bureau de Récolo, 1300, chemin du Site, Neuville, province de Québec, G0A 2R0 jusqu’à 10 h, le 22 mai 2026. Les soumissions sont ouvertes immédiatement après l’heure limite en présence des soumissionnaires intéressés. L’enveloppe scellée devra porter la mention « Soumission vidange, déshydratation, transport et disposition des boues ». Les soumissions doivent être accompagnées d’un chèque visé ou d’un cautionnement émis par une compagnie d’assurances autorisée fait à l’ordre de la Régie régionale de gestion des matières résiduelles de Portneuf pour un montant égal aux spécifications du devis. La Régie régionale de gestion des matières résiduelles de Portneuf (Récolo) ne s’engage à accepter ni la plus basse, ni aucune des soumissions reçues et n’assume aucune obligation de quelque nature que ce soit envers le ou les soumissionnaires.
