Les soumissions doivent être présentées dans une enveloppe scellée portant l’inscription « Rue Fraser – Réaménagement de l’intersection avec la route 212 » et le soumissionnaire devra y être clairement identifié. Les plans et le cahier des charges ainsi que la formule de soumission peuvent être obtenus uniquement auprès du système électronique d’appel d’offres (SÉAO) à l’adresse suivante www.seao.ca à compter du jeudi 25 avril 2024. Pour être considérée, toute soumission doit être accompagnée d’une garantie de soumission telle que décrite à l’article IV-1.1 de l’« Avis aux soumissionnaires » de la norme BNQ 1809-900/2019. La soumission, la garantie devant l'accompagner de même que tous les autres documents à fournir seront réputés valides pour une période de 90 jours . Le soumissionnaire doit tenir compte de cette obligation lorsqu'il fera compléter par d'autres les documents en question. Seuls les cautionnements émis par les compagnies détenant un permis d'assureur au Canada seront acceptés aux termes du document d'appel d'offres. Seules les offres présentées par les entrepreneurs qui auront commandé les documents d'appel d'offres au même nom que celui sous lequel ils soumissionnent seront considérées. Seules sont considérées, aux fins d’octroi du contrat, les soumissions des entrepreneurs ayant un établissement au Québec ou, lorsqu’un accord intergouvernemental de libéralisation des marchés est applicable, dans une province ou un territoire visé par cet accord. Les entrepreneurs doivent détenir la licence requise en vertu de la Loi sur le bâtiment (L.R.Q. c.B.-1.1). La date limite de réception des plaintes est fixée à 14 h, le lundi 6 mai 2024.La personne désignée pour recevoir les plaintes est M. René Lavigne, directeur du bureau des projets de la ville. Les soumissions doivent être reçues à l’hôtel de ville, à l’adresse indiquée ci-dessus , le ou avant le mercredi 15 mai 2024, à 14 h , pour être ouvertes publiquement à la même heure et au même endroit.
