Le Règlement numéro 1586-18 sur la gestion contractuelle de la Ville de Saint-Constant fait partie intégrante du présent cahier des charges; celui-ci est disponible sur le SÉAO ainsi que sur le site Internet de la Ville de Saint-Constant. Le soumissionnaire est tenu d’en prendre connaissance et d’en respecter toutes les clauses qui lui sont applicables. Le soumissionnaire joint l’annexe 6. « Déclaration du soumissionnaire », dûment complété, dudit règlement, disponible au présent cahier des charges. Le soumissionnaire est tenu de détenir une licence d’entrepreneur délivrée par la Régie du bâtiment du Québec, ayant les sous-catégories nécessaires à la réalisation des travaux et ne faisant pas l’objet d’une restriction. Le soumissionnaire est tenu de détenir une attestation de Revenu Québec confirmant qu’il est conforme aux obligations fiscales québécoises au moment de la clôture du présent appel d’offres. L’attestation doit être valide au moment du dépôt de la soumission et ne doit pas avoir été délivrée après la date limite fixée pour la réception des soumissions. Cette soumission doit être accompagnée des garanties financières exigées et ce, selon les modalités prévues au cahier des charges. Le défaut de fournir ces garanties au dépôt de sa soumission aura pour effet d’entraîner le rejet de sa soumission. Les soumissions seront remises en deux (2) exemplaires, dans une (1) enveloppe opaque scellée clairement identifiée à l’appel d’offres concerné, et seront reçues jusqu'au 27 février 2019 , avant 10 h à l’hôtel de ville, situé au 147 rue Saint-Pierre, à Saint-Constant. Les soumissions seront ouvertes publiquement le même jour à compter de 10 h 1 , à l’hôtel de ville. La Ville de Saint-Constant ne s'engage à accepter ni la plus basse, ni aucune des soumissions reçues, ni à encourir aucuns frais d’aucune sorte envers le ou les soumissionnaires. Cet appel d’offres est assujetti à l’Accord de libre-échange canadien (ALEC) et à l’Accord de commerce et de coopération entre le Québec et l’Ontario (ACCQO).
