Nature of Requirements:
1. Advance Contract Award notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Department of National Defence (DND) has a requirement for the supply of four hundred fifty (450) jump rucksacks that are fully compatible with DND’s in-service freefall parachute systems.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of technical documentation, including detailed specifications sheets, pictures and test reports, that its equipment meets the following requirements:
Mandatory Operational Requirements
- a) The jump rucksacks must consist of a stand-alone load carrying frame and a rucksack bag of internal volume of at least 70 liters (4,577 cubic inches).
- b) The bag must be top-loading and include MOLLE webbing, top and side carrying handles and pockets as follows:
i. At least three (3) external pockets: one (1) centre pocket of minimum dimensions 23 cm (9 in) long x 20 cm (7.9 in) wide x 8 cm (3.1 in) deep, and two (2) side pockets and of minimum dimensions 18 cm (7.1 in) long x 12 cm (4.7 in) wide x 9 cm (3.5 in) deep; and
ii. At least two (2) internal hydration/communications pockets (with tube/wire routing ports) capable of holding a 3 litre (100 once) water bladder and/or a personal team radio.
c) The jump rucksacks must be designed for parachute operations as follows:
i. Have an integrated parachute attachment system consisting of two (2) attachment points, with quick release strap mechanisms, located on the bottom of the bag, as well as one (1) reinforced point for the lowering line;
ii. Be fully compatible with all variants of the Special Operations Vector 3 (SOV 3) parachute, manufactured by Complete Parachute Solutions;
iii. Include a compression system allowing to secure the load in place and prevent it from shifting; and
iv. Incorporate single-hand operation metallic quick-release buckle mechanism
- d) The jump rucksacks must weigh no more than 4.5 kg (9.9 lb).
- e) The jump rucksacks must be made of durable, tear-resistant synthetic material (500 denier CORDURA® or equivalent), with a MULTICAM® camouflage pattern outer finish. A single-tone or colour-coordinated mix of earth-tone colours may be used for straps, fasteners, buckles and stitching.
- f) The jump rucksacks must be designed to be used over common all-season military environmental clothing and equipment, and must remain stable while conducting prolonged rigorous activities (e.g., parachute jumping, kneeling, adopting the prone position, hand to hand combat, overcoming obstacles, mount/dismount vehicles, carrying heavy loads, etc.) with and without a ballistic plate carrier or body armour.
- g) The jump rucksacks must be fitted with padded, adjustable, ergonomic shoulder and hip harnesses to enable the efficient carriage of heavy loads on the users’ back, as well as a mesh-type synthetic covering on the inner side that would be against the user to promote ventilation.
4. Applicability of the trade agreement(s) to the procurement

Mystery Ranch Ltd. is the only supplier that meets DND’s operational requirements, including compatibility with existing parachutes, compression/securing capability and storage capacity.
6. Government Contracts Regulation Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - ?only one person is capable of performing the work?.
7. The following exclusion(s) and/or limited tendering reasons are invoked under the:
