Time to submit — where the number comes from

The calculation
Days between publication (May 13, 2019) and closing (May 21, 2019), rounded to the day: 9 days.
What goes in
The source publishes no duration for this notice: the number comes from its two dates. A gap of less than half a day, or a closing before publication, gives no window.

Amendment #2 of the LOI

This requirement is for a prime contractor to administer the whole of the Managed Clothing Solution, including purchasing, warehousing, inventory management of the clothing & footwear, various professional services, and an online Order Management System.

No individual contracts for portions of this requirement will be awarded.

One-on-one Meetings

The intent of these one-on-one sessions is to provide industry the opportunity to seek clarification and provide feedback to the Government of Canada on OCFC2. Canada will not entertain any sales related or marketing discussions or presentations of a company’s products or services during one-on-one sessions.

Industry Days

1.Purpose. The Department of National Defence intends to implement a managed clothing solution through a third party provider for military operational clothing and footwear. The initiative is known as the Operational Clothing and Footwear Consolidated Contract (OCFC2). The goal of Industry Days is to provide an overview of the current status, plan, and schedule for the initiative to interested vendors. It will also provide the opportunity for industry to seek clarification and provide feedback to the Government of Canada.

2.Format and Schedule. Industry Days will take place in Gatineau commencing at 9:30 on 27 May 2019 and ending at 16:00 on May 28, 2019. The format will include a plenary session followed by a display of the clothing and other items that are proposed to be included under the initiative, as well as, a series of optional one-on-one meetings between Government and Industry representatives.

The draft schedule is as follows:

A. 27 May
09:30 to 10:00 - Arrival and Registration
10:00 to 12:00 - Plenary session: Presentations from DND, ISED and PSPC, followed by a question period;
12:00 to 13:00 - Lunch time;
13:00 to 17:00 - One on one meetings + OCFC2 sample viewing.

B. 28 May
09:00 to 12:00 - One on one meetings + OCFC2 sample viewing;
12:00 to 13:00 - Lunch time;
13:00 to 16:00 - One on one meetings + OCFC2 sample viewing.

Note: Sample viewing will be in a separate room from one on one meetings and can be seen without scheduling a meeting. Only items to be costed for bidding as per the base of payment will be available. Samples will also be made available for viewing during the solicitation period.

3.Contact information. Vendors interested in participating in the OCFC2 Industry Days are requested to confirm their intentions by contacting William Sinka, not later than 2:00 PM Monday, 21 May, 2019.

Email: (email on the official notice)
Phone: (number on the official notice)

Vendors must indicate the name of each participant in advance and, if desired, a preferred timing for a one-on-one meeting by sending an email to William Sinka. For security reasons, only those whose names were received in advance will be granted access to the building. Every effort will be made to accommodate requested timings, however, priority will be accorded to participants travelling from outside the Eastern Ontario/Western Quebec region.

4.Administrative Instructions. The venue for OCFC2 Industry Days will be the National Printing Bureau facility in Gatineau at 45 Boulevard Sacré-Coeur, Gatineau, Quebec J8X 1C6. Please enter from the west door only. Driving directions and a map can be provided upon request.
