Time to submit — where the number comes from
- The calculation
- Days between publication (February 7, 2018) and closing (March 19, 2018), rounded to the day: 41 days.
- What goes in
- The source publishes no duration for this notice: the number comes from its two dates. A gap of less than half a day, or a closing before publication, gives no window.

1. Public Works and Government Services Canada (PWGSC) is inviting consulting firms with Municipal Engineering expertise to submit proposals for Standing Offers. The selected consultants shall provide a range of services as identified in the Required Services section of this document including but not limited to investigation and recommendation reports, professional advice on municipal engineering methodology, as well as design and construction services for rehabilitation and new construction of municipal engineering infrastructure in the National Capital Area (NCA) Region. This Municipal Engineering Expertise shall be for support to individual projects or to develop guidelines or procedures related to municipal engineering. Projects may include the rehabilitation and new construction of the following types of real property assets and installations:
Storm and Sanitary sewerage systems
Water supply and distribution systems
Surface and subsurface drainage
Storm water management
Site grading
Roadways, parking lots and related site work
On occasion, the Consultant may be required to do quality assurance reviews of the work of other consultants.
Work as described above may be required on overseas projects (e.g. Municipal evaluation of an embassy building abroad).
2. Proponents shall be licensed or eligible to be licensed to practise in the province of Quebec and Ontario. If a Proponent is licensed to practise in only one of the two provinces, then that Proponent must be eligible and willing to be licensed in the province in which they are not licensed. Firms should be able to demonstrate successful delivery of these services for a broad variety of projects over the last five (5) years. In general, the firm and its personnel will be evaluated on the basis of their demonstrated understanding of the scope of services, their approach and methodology to providing those services, the quality of their relevant experience in this area, as well as the cost of the provision of the services.
3. It is PWGSC's intention to authorize up to four (4) Standing Offers, each for a period of five (5) years] from the date of issuing the Standing Offers. The total dollar value of all Standing Offers is estimated to be $10,000,000.00 (Applicable Taxes included). Individual call-ups will vary, up to a maximum of $1,000,000.00 (Applicable Taxes included). Proponents should note that there is no guarantee that the full or any amount of the Standing Offers will be called-up; PWGSC will issue call-ups only when the specific services to be provided under the Standing Offer are needed. Please refer to Section SP5, CALL-UP PROCEDURE.
Consulting firms that consider themselves qualified to provide these services may order the Request for Standing Offer document from the Government of Canada Electronic Tendering Services through MERX. Late submissions will not be considered.
